The Pre-Disaster Mitigation (PDM) Grant provides funds to state, local, tribal, and territorial governments to plan for and implement sustainable, cost-effective measures designed to reduce the risk to individuals and property from future natural hazards, while also reducing their reliance on federal funding from future disasters.
Eligible Uses
Mitigation projects that are sustainable, technically feasible, and cost-effective and are designed to reduce risks to individuals and property from future natural hazards. All applicants/sub-applicants must have a FEMA-approved Hazard Mitigation Plan, with exceptions only in extraordinary circumstances.
Eligible Recipients
Only states, territorials, and federally recognized Tribal governments identified by Congress in the Consolidated Appropriations Act and enumerated in the Joint Explanatory Statement for Division F are eligible to apply. Local governments, including cities, townships, counties, special district governments, and Tribal governments (including federally recognized Tribes who choose to apply as sub-applicants) that are identified in the funding opportunity are considered sub-applicants and must submit sub-applications to their state or territory applicant agency. All applicants and sub-applicants must have a FEMA-approved Hazard Mitigation Plan by the application deadline and at the time of the obligation of funds, unless applying for a planning sub-grant.

This program is being used as a conduit for congressionally appropriated projects, and funds depend on what has been congressionally authorized for each fiscal year.
Cost Share Requirements
- A non-federal cost share is required for all sub-applicants, which can consist of cash, donated, or third-party in-kind services, materials, or any combination thereof.
- Generally, the cost share is 75% federal share with a 25% non-federal match.
- Small, impoverished communities are eligible for up to 90% federal share and a 10% non-federal match.
